- Cheese: we used shredded mozzarella and slices of provolone cheese to layer on top of the cauliflower crust.

Step by step instructions
How to make a low carb pizza casserole?
- Step 1: Make the cauliflower crust layer.
- Step 2: Make the ground beef layer.
STEP 1: Add the frozen (thawed) cauliflower rice to a large frying pan over medium heat. Fry until all the moisture is removed and the cauliflower rice is a little crispy. Add the salt, black pepper and Italian seasoning and mix through.
Add the tomato sauce and mix through until warm, then add the shredded mozzarella cheese. The cheese will help to keep the cauliflower rice together.
STEP 2: In a large frying pan sauté the onion, garlic, and red pepper with the olive oil, salt, and black pepper until softened. Then add the ground beef and cook until browned. Lastly, add the tomato sauce and mix through until warm.
- Step 3: Assemble the casserole with the cauliflower crust layer.
- Step 4: Add provolone slices.
STEP 3: Preheat your oven to 375°F
Grease the casserole dish with a pad of butter. I used a paper towel to smear it in every nook and cranny.
Transfer the cauliflower rice mixture to the buttered casserole dish and spread it out evenly, then flatten it with the back of a wooden spoon.
STEP 4: Layer the cauliflower rice mixture with provolone slices.
- Step 5: Add the ground beef layer.
- Step 6: Add cheese, pepperoni and bake.
STEP 5: Layer the ground beef mixture on top of the provolone slices and pat it down gently with the back of a spatula, just to press it into an even layer.
STEP 6: Top the ground beef mixture with the shredded mozzarella cheese, oregano and the pepperoni slices.
Bake at 375°F for 20-25 minutes and then broil for about 3-5 minutes until nice and bubbly. Watch it at 3 minutes and make sure the pepperoni does not burn.
