In a large skillet, add green beans, water, and salt. Cover and steam over medium heat for 10 minutes.

Remove the cover and simmer for 5 minutes until the water evaporates.
In a small bowl, whisk together olive oil, Dijon mustard, minced garlic, white wine vinegar, chili pepper flakes, remaining salt, and black pepper.
